I 1974 etablerede Richard Taylor Burke Charter Med Incorporated en Minnetonka, Minnesota-baseret privat virksomhed. I 1977 blev the United HealthCare Corporation' etableret for reorganisere virksomheden. Det blev moderselskab til Charter Med.^[4]
