Kakistocracy

A kakistocracy (/kækɪˈstɒkrəsi/, /kækɪsˈtɒ-/) is a government run by the worst, least qualified, or most unscrupulous citizens.[1]: 54 [2][3] The word was coined as early as the seventeenth century.[4]
