Liberal is the county seat of Seward County, Kansas, United States.[1] As of 2024, the population of the city was 18,743.[6][7] It is located in southwest Kansas, along U.S. Route 54 highway, near the Kansas-Oklahoma state line. Liberal is home of Seward County Community College.
