Penny Schwinn (born 1982) is an American educator and former Commissioner of Education for the U.S. state of Tennessee. She was appointed by Governor Bill Lee on January 17, 2019,[1] and was sworn in on February 1, 2019.[2] She resigned in May 2023. She was nominated by President-elect Donald Trump to serve as the United States Deputy Secretary of Education in January 2025.
