The term national Scout jamboree is in lower case except when referring to a specific event. From the article proper noun:

Proper nouns (also called proper names) are nouns representing unique entities (such as London, Jupiter or Johnny), as distinguished from common nouns which describe a class of entities (such as city, planet or person).

National Scout jamboree would be a proper noun if it were a unique event, but there have been a number of such events; therefor only specific events are fully capitalized, such as 2010 National Scout Jamboree. See Wikipedia:Manual of Style (capital letters) for more guidance.

Scout is always capitalized within the context of the youth movement.
