Si Jose Manuel Tadeo Icasiano "Chel" Diokno ( Tagalog: [ˈdʒɔknɔ], ipinanganak noong Pebrero 23, 1961)[5] ay isang Pilipinong abogado, tagapagturo, at tagapagtaguyod ng karapatang pantao. Siya ay nagsisilbing chairman ng Free Legal Assistance Group (FLAG) at ang founding dean ng De La Salle (DLSU) College of Law. Siya ay nagsilbi bilang isang espesyal na tagapayo ng Komiteng Blue Ribbon ng Senado.
